SB407, authored by Senator Alex Padilla and signed into law in 2009, will go into effect on January 1, 2014. This law requires that if a single family property is altered or improved, the related building permit cannot be finalized or a Certificate of Occupancy issued until the property owner upgrades the water closets faucets and shower heads to water conserving standards as required by current code.
The purpose of the bill was to capture increased water savings accomplished by the conversion to efficient water fixtures. The January 1, 2014 date as set forth by SB 407 applies to single-family residential real property. This same bill also applies to multifamily residential real property and commercial real property with effective date of January 1, 2019 before issuance of a certificate of final completion and occupancy or final permit approval by the local building department.
