The Senate Committee on Public Employees, Retirement and Social Security (PERSS) has taken action to defeat a measure authored by Senate Republican Leader Bob Huff (R-Diamond Bar) that would have made state government more accountable to the people it serves. SB 1288 would have prevented the State Legislature from approving any measure that contains more than one Memorandum of Understanding (MOU).
MOU’s are less formal agreements and include fewer details and complexities than found in contracts. Agreements between labor unions and the State Legislature often feature multiple MOUs bundled into a single bill, which contain last minute pay raises and pension perks that are often shielded from public view.
“I’m somewhat disappointed that the members who serve on this committee would vote against the idea of greater public trust and accountability from elected officials,” said Senator Huff following the committee vote. “By limiting one MOU per bill for legislative approval, SB 1288 would have provided the critical transparency that we sorely need throughout the budget process.”
